HPAS 2014 Mains & Interview Marks details of  Successful and Unsuccessful candidates are out via RTI.

Result Shows some Shocking and Laughable things in it. It also shows how manipulation is done in HPAS Exams the way they prefer Certain candidates and while some deliberately are rejected and given less marks in Interview. Written Topper Neeraj Tanwar was most unlucky and become a

target of manipulation of HPPSC. Ridiculous and Shocking thing was that Written Topper got least marks in Interview. (27 Marks out of 150 Marks i.e just 18% marks while Toppers in interviews Got 110 marks out of 150 Marks i.e 74% marks, this gap is huge between in first and last, and the that last guy was topper of written). Its a kind of Record in the history of any exam that topper got least marks in Interview. Even 2nd topper Vishrut Bharati who Scored 523 marks in mains (2nd in Mains marks), Scored 83 in GS Paper and in interview Just 80 Marks were given to him, even below than average marks. This is Shameful that those who score Highest marks in mains gets very less marks in interview than others.


 I witnessed three strange things in this result :


1. Some Written Toppers got Less than average marks in the Interview.

2. Some average and less than average in written main exam got Higher marks in the Interviews.

3. Outsiders are treated badly in this exam mainly in Interviews. This is wrong in my view. Either clearly Say that outsiders do not appear in HPAS or treat them equally. Or Have a Himachali quota like 85 % Seats reserved for HP bonofied and rest 15 % open for all including outsiders and then make that 15 % list on the base of merit otherwise don't waste their time. Give them chance so that their hard work, energy, time and money don't get wasted. Otherwise clearly mention that outsiders don't apply. But present system is fooling them and a way of collection fees only. End of the it creates a frustration.

4. Although most Non Himachali candidates were given very less marks in Interview but there were few NON Himachali candidates who got around 100 Marks or more. Such kind of treatment is really condemnable. On the other hand many Hard working Himachali Candidates were given less than average marks. Another interesting thing is if  SOME NON Himachali were given more than 100 Marks Why Written topper  Neeraj Tanwar who is also NON Himachali was given just 27 marks ? So this is really questionable. Isn't this sheer injustice ?  This proves the favoritism in HPPSC.

5. Interview weight age needed to be reduced to only 10% of total. 15 % weight age is too much and it certainly affects the final result.

From these observations one thing is clear that something is wrong in HPPSC. I Don't know exactly what's it but its certainly there :D. They need to fix it to become more transparent and organized.


HPPSC have asked suggestions for HPAS mains exam Pattern & Syllabus. Do give your suggestions to improve the whole pattern and Syllabus. Do raise the the INTERVIEW weight age  and Removal of optional issues. Please raise your voice.

  3. this is very bad practice..if u all noticed here even 2nd topper in written vishrut bhai also given 80 in general category...among hp candidates in general candidates his score is also third lowest after 70 and 79 of two candidates....can someone having 83 in GS (third highest in Gs) is so dump in intervw to get only 80 in intervw....even he tell in his intervw at your site that his interview went very good....khadubhai plz share your views on this

    1. Exactly that's what I said Vishrut Bhai is 2nd topper in written marks and just 4 Marks less than Topper in overall Written Score and he got below average marks in Interview. His Good written marks saved him from commissions's manipulations. I am happy to See a DESERVED person to become HAS. He truly deserved it. But as I say there is lot of manipulation in commission. They do target people.

      That's why I always believe that Interviews are to compensate there own people. I advocate for as much as lesser weight age of Interview (just 5-8%) in any Exams because in 25-30 minutes no one can judge nobody's character, Knowledge and personality. It violates the principle of equality and sad thing is that you can't go to court because there are no provisions of video recordings so that court can't give judgement in your favor. Interview supports favoritism which is truly unfortunate. Deserved people must be selected when they are there at the top with according to a selection procedure.

We are accepting the flaws of the system and supporting all the hardworking students weather Himachali or Non Himachali.Some flaws in few systems dont make the whole state corrupt. If we are Humbly supporting the Non Himachlis then we can atlest expect some HUMBLE Coments from outsiders

    4. I think he said nothing like that or bad language. He said Corrupt. Truth is every state and system is corrupt. So there is nothing objectionable in it. When we say HP is less corrupt but UP, Bihar are more corrupt states nobody objects. As a himachali me must accept that we are also corrupt when we really are. So there is no Shame in accepting it. Corruption is not a thing of pride or a thing to hide from someone, When it is, accept it. As a Himachali I also accept that we too are corrupt. Although I don't know his state but I am sure his state is more corrupt than HP.

    Every outside candidate fights in General category be it general, sc, st or obc of other state or of Himachal including . At the end of day only one or two seats are left for general category Himachali candidates.

Yes I Know I am a Blogger and I am in my limits, I have right to analyse the Result, I am not giving an Verdict but I am trying to create a awareness among those who are fighting against the ill system to make the system better. From the evidences its clear that there is lot of injustice happening in recruitment, even a illiterate can see it, but if you can't see it than there is something wrong with you. You are supporting Corruption openly. First thing is that you are not aware of the whole Situation the whole selection procedure and final outcome, Go through the Marks of Mains & Interviews and the candidates details. There is lot of manipulation, that is clear from the marks given in Interviews. How's possible that SOME NON Himachali candidates were given more marks than Himachali candidates while other NON Himachali including Written Topper were given very less marks. This is very Shameful that Written Topper given least marks. Is that Acceptable ? If they have so much problem with Outsider make the process tough for Outsiders So that they don't think about applying for HP Exams but if they are Topping he merit then its wrong to deny them and their Hard Work & Knowledge. This is also wastage of their Time and Money. But If they Come through a tough selection process and tops the exam and are aware of the Situations, conditions, Customs and Culture of the states you can't deny them. But if OUR institutions/Recruitment agencies wants to recruit their OWN people then its obvious that HARD WORKING people of either Himachal or NON Himachali all will be denied. Truth is they don't want to appoint the deserved and Intelligent People on Higher Posts but they want to recruit their OWN people so that their elite group can get benefited. This is not a problem of Single institution, this is happening is almost every institutions/Recruitment agencies. This practice is totally wrong and harming our system to its core. I always believe that a person recruited through a corrupt medium always corrupts the system more and more thus whole system become hugely corrupt and further recruits their OWN people. This is a Universal Truth u can't deny this fact. Now what to do ? You mean we must ignore such things and let them do more ill practices, this attitude supports their actions more. So I think we must raise our voice as much as we can.

      2nd thing is you are trying to mention is OUTSIDERS issue in Jobs and other fields too.
      first of all we must make sure that a recruitment process in HP must be strict towards outsiders if we really don't want to allow them so there must be a criteria for the outsiders or secondly make Knowledge of Himachal Pradesh necessary for them and test it through a separate exam where level of toughness is higher than present system. For example in HPAS, Commissions asks 20 odd question of 20 marks on Himachal GK out of 400 marks in prelims, similarly only 20 % marks of HIMACHAL GK in GS paper in Mains and in overall selection criteria HP GK consists of 5%. Why don't commission tests candidates with a separate Himachal GK paper ? Increase the weight age of Himachal GK and the knowledge will be tested automatically. In Punjab they have Punjabi language barrier so outsiders can't apply, In Uttarakhand they have given enough weight age for state GK so they have set the right criteria. But Our Govt and Institutions are dumb in this regard that's why they are to be blamed not outsiders. So when a person whether a Himachali or not when passed through a difficult selection procedure must not be denied because of lack of political connections or Sifarish or ransom or whatever ill methods. This practice is truly Unacceptable. And we all need to stop such practices and must raise our voice against it. So please don't defend ill system.


      3rd thing is that one or two seats left you mentioned for himachali is the curse of Reservation Policy. That is not in our hands. That can be corrected only politically.

    It is true that there r manipulations in final selection during interview. But I think it will also not b fine to bring other state candidates to top posts like HAS because if a candidate want to work in other states then he should compete UPSC(IAS)not HPPSC. The method of advertisement or wording is wrong in notification of HAS but they can't say only bonafide himachalis are allowed because no other state commission has done like this. So they prefer only himachlis in interview.I think 27 marks in interview r justified to him from this point of view. Non himachlis should try to understand this point for future also which the commission want to say them indirectly. Although from 2017 onwards HP GK weightage has been increased in mains to 33% so other states aspirants number likely to b drop.

    1. You are right I agree on some issues but there are few NON Himachalis who got 100+ marks in Interviews, while written topper got just 27, so its simply manipulation and condemnable. Truth is in front of us, marks are telling the whole story. Outsiders are also not bad people if they are honest, intelligent and qualified on merit. Even you can try in Haryana, Uttarakhand and other neighboring states although u will be treated similarly that's problem of the system but its good to have honest persons rather than their undeserved OWN people.

  15. I fully agree outsiders are not bad people but they take away our jobs ! Moreover I have never came across a Himachali Civil Servant serving in some other state.

    Candidates of other state only consume general category seats. So to cap it all , only general category himachali candidates are at loss.

KHADUBHAI, there are many other jobs where interview plays a vital role in selection of candidates.I don't want to defend the commission on the award of marks but as i see the interview marks as the reflection of there performance during the short span of interview. and marks in written papers alone can not justify the selection of candidate for the post.sometimes people make mistakes which changes the result.in interview also the knowledge is not checked but the use of knowledge in practical situation is judged by the so called experienced interviewers.if only knowledge matters than the toppers of various courses, scientists etc will be the administrative officers by virtue of there knowledge in there fields.its the attitude which changes the use of knowledge. As a himachali i am offended to be called as native of corrupt state but now corruption has become a part of many institutes and hppsc not only be blamed for this alone.

    1. YOU ARE TOTALLY WRONG ! Interview don't play any role in Administrative exams expect selecting favorites for the job. This is good medium of corruption. Corrupt recruitment leads to corrupt system. That's the problem why we are corrupt and common man keep tolerating corruption. Are you a dumb ? How will you test the knowledge, character, intelligence of a person in 25-30 minutes where they just ask few stupid current affair, your xyz hobbies, your academic details some experience etc ? This is total non-sense those, for testing knowledge we have PRELIMS where General Knowledge, intelligence and Mental aptitude is tests and only TOP 1 % people are chosen and those 1 percent are not dumb at all. Then Mains Exams test the depth of knowledge, intelligence and analyzing the situations. This much is enough to test the knowledge of a person. Then comes Interview that must be purely about the personality but sadly it’s given too much weight age. In my opinion Interview Test must be only qualifying only or just only 5% maximum weight age, otherwise most of the undeserved people Use JUGAD and deserved people remain behind. It is a fact that those who achieve something through hard work are more honest that recruited corruptly.

      You said Interview tests practical test of Knowledge can u tell me how they test that knowledge practically. I have appeared in the Interview, nothing such was asked to implement practically, i also interacted various other candidates, nothing was asked to implement practically. SO which practicality you are talking about, even i have appeared in UPSC interview they too don't ask such things, they just ask very simple things current, bio data and that's it . NOTE IT DOWN that Interviews are not to test your knowledge or intelligence, it’s just to present yourself the way you are, obviously everyone is different and have different qualities different strengths different weaknesses , and we can't judge all these things in short span of time so Interviews must be to test the one thing only Whether this person is Mentally alright for the specific job and It must be just qualifying or just 5% weight age. Because everyone knows that a DUMB will not reach at that level in so hard competition, obviously 99% final candidates will be deserving. Interviews are to test personality not to give more marks. I only admire SSB and Army Interview process because that's the exact way of testing someone. But rest of the Interviews are to promote corruption at every level. I am only in favor of transparent system and Interviews where you are actually tested not where a call of Politicians, IAS, Officers, chacha, taya, mama etc are used to . give advantage to favorites.

    2. I beg to differ Khadubhai on the point regarding interview. Firstly, In a very short span of time of 25-30 min, it is very much difficult to assess one's character. But its relevance can't be denied for the recruitment process for the key administrative posts. As you said they 'just ask very simple things of current, bio data and that's it' and it is also true that everyone has different qualities and strengths. But it is also well agreed that there are some fundamental qualities which an administrator must possess. e.g. If interview panel ask you factual questions like when did India get independence, obviously everyone would answer the same thing (based on his knowledge level and hard work). But if they ask you what is your views regarding the liquor ban in Bihar, Pollution issue in Rohtang or regarding UCC, they will be expecting that you must give answer which is well balanced and judgemental based. If you answer like UCC is not required or Liquor ban will serve no purpose without giving arguement, this will show you may possess the knowledge level, facts and figures but you are lacking in analytical part. You might be good with numbers but may lack the traits like integrity which the profession requires. This is just an example. Secondly, yes there is need that the interview marks shouldn't be given so much weightage that it becomes the sole criteria for your selection and leaves space for nepotism, favoritism, etc. Transparency can be added to the process like CCTV or transcript records of interviews, checking conflict of interests of board members with the selected aspirants.
      You have done the commendable job by atleast bringing the issue to the surface. They will aleast think next time that they have to answer to the aspirants and public at large if they will do this kind of thing. All the Best.

I do agree that Interview Test is about Implementation of knowledge, dealing with difficult matters in different situations, Character and personality BUT anybody can fake and can give ideal solutions, people do fake no one wants to give real opinions when they see their benefit, its not difficult to fake and give balanced opinions. Our most of the officers are already corrupt, they were Intervened but got selected. HPPSC hardly asks analyzing questions, just a few factual, Current topics, some bio data, gossip kind of questions and they judge on the basic of these things. Analysis part remains missing and favourtism works. Interview Weight age must be reduced because we have already tested all kind of knowledge in Prelims and Mains. I think everybody will agree that those who are in top 10 in written can't get least marks in Interview. I agree some may be good but some not worst. 110 and 27 marks in interview is a Huge huge difference, it can be 19/20 or 18/20 not so huge difference. Because only 1% best appear in the final stage.

    4. Roman Saini, Rank-18 in UPSC 2013 got 154 in his interview, Nishant Jain, Rank-13 in UPSC 2014 got 150 in his interview while most of the toppers got their marks more than 170 or 180. They had one of the highest marks in their written exam. Then u can argue that they had high marks in written so why didn't they get average marks of 180? You may be true that you can fake interview, but if you are caught you can end up in getting low marks. May be some people can fake but most of them can't as the pressure level is too high. Every one has their edge, some get good marks in interview and some in written (considering the system must be transparent n you can't question until we get some concrete evidence).

    5. You are Right Roman Saini & Nishant Jain got around 150 Marks while other toppers got around 180 Average marks, So see the difference in UPSC and HPAS. Here You can see average is 100 marks out of 150 and Toppers were given least marks 27 i.e. 18 % another topper got 20 %. Roman Saini & Nishant Jain at least got 50 marks in the interview. But 18-20 % is condemnable. Further we can't compare UPSC marking system with HPAS. HPAS lacks on many many parameters. In HPAS If you see trends over the years, Written toppers always get least marks or very below than average marks and Marks Through RTI is in front of us and its not very difficult to see the favourtism. This happens because there are very few seats in HPAS and everyone wants to get top job and hence favourtism comes into play every year. Some things don't need evidences, it only need common sense.

While giving, Interview candidates are basically tested of their knowledge pertaining to Himachal also, especially those from outside are asked specific Questions like Tribal Policy of Himachal, Why NonHimachalis can't buy property here etc. Also, it will be wrong to assume that Mains marks have to be in proportion to Interview always, the personality test is whole different ball game. You may think that you answered all Question well but there may be some traits in your answer which makes you non-desirable to hold an administrative post. The fair game would be to reduce weightage of Interview along with scaling of Marks in optional ( How can Civil Engineering/ Mathematics/ Sanskrit compete with Pub Ad?).

    Also for future aspirants , focus on positive things you can change, negativity only pulls you down. Speculation is just waste of time.

    1. I agree with you completely that Interview and Mains are wholly different ball games. But what happens in the INTERVIEW that they expect too much from the Non-Himachali candidates unlike that of Himachali candidates and many times they stretch the fabric too much in case if you are an outsider. That is not good for EQUALITY and OBJECTIVITY. You have to expect same knowledge from both candidates.
      Also, is this FACTUAL question like: why Non Himachali can't buy property here? Tribal Policy, will determine the personality of the candidate. After all , its a personality test.

  30. Sir, I am Mayank Rana; Roll no. 200465; State- UP. I am also the victim of Himachali vs Non Himachali debate, as you referred in your THIRD Point...My marks are: Written- 499 (fifth from top); Interview-30 (second lowest); Finally- not selected unlike Neeraj Tanwar :(
    Sir, I think there is no provision of OBJECTIVE parameters and LOWEST marks in Interview.

  31. Sir, I am Mayank Rana; Roll no. 200465; State- UP. I am also the victim of Himachali vs Non Himachali debate, as you referred in your THIRD Point...My marks are: Written- 499 (fifth from top); Interview-30 (second lowest); Finally- not selected unlike Neeraj Tanwar :(

    Sir, I want to convey one more point that last selected candidate in General category, Sh. Hitender Sharma (BDO ) Marks are 441 + 89 = 430 and mine are 499 + 30= 429.     1. mayank rana ji once a student of himachal pradesh also got 45 marks in interview. he is a desciple of kumar swamiji maharaj . he could get any service. then one night he dreamt and listen a sound in dream appeal in high court in shimla against hppsc and told to do a (paath) given to him . he filed case in hi court. after some hearing after some months court ordered commission to give him a post . commission gave him a selection letter of bdo post. it is a true incident but according to my opinion you should be thaagat it means what is happened is good ultimately you will be rewarded by nature for your labour and patience and faith in truth and existence at anywhere .dont loose your heart keep on your path. and god bless you.

    I really appreciate your interest in this matter.
    Let me share my experience
    I had cleared the exam of AE CIVIL for PWD conducted by HPPSC.
    Despite scoring 64/100 marks in written or screening exam in SC of HP category ( it was the second highest score IN SC OF HP )
    I was given 56/100 in interview and the students of SC category selected were given 58/100 ( all of them were given same score in interview)
    While those selected had scores less than that of my scores in written.
    This is sheer injustice on part of the commission.
    I have heard that one of the selected candidate had paid a huge bribe to a politician.
    Even the involvement of the members of the commission need to be scrutinised as they also receive heavy bribes for selection of the candidates.
    I strongly suggest that the selection should not be done purely on the basis of the interview
    The marks of screening exam should also be included.

  34. i have got total marks in main exam 413 and general cut off is 407 and not called for interview bcs i got 31 marks in HINDI and 71 marks in ENGLISH .I m Hindi medium student of UP and i am expecting 70 marks in HINDI ,this is gross injustice against outsiders.

  38. How much chance do a non-himachali have in HPAS ?
